Why not make it a web based application?
You could use Delphi for PHP or Prado.

Prado is a PHP framework that is based on the Delphi VCL and ASP.net and Java. It's really a joy to work with.

You could combine Delphi for PHP or Prado with FPDF (http://www.fpdf.org/) to create the reports as PDFs.
