You should look at HelpSpot. It's not free, but it's reasonably priced,
and it's got the three features you've listed.

it is, but what a pain to install. I've spent 3 hours and can not get it to
work. I installed MSDE, can connect from another app, but can not get a
connection inside of the install program, which doesn't let me move forward.
I tried MySQL but could not get that to work either.
