Do you want to display a message when a user logs in?

This can be done by configuring the local security policy of administrative tools: root node security settings -> node security options:
Key: "Interactive logon: Message text for users attempting to log on"
and
Key: "Interactive logon: Message title for users attempting to log on"

Apparently, these settings are stored in "HKLM\Software\Microsoft\Windows\Policies\System" values "legalnoticetext" and "legalnoticecaption".
