hire some good Delphi developers, ask them to do some library development,
.... 2 or 3 years pass...
how much is worker salary for them for 2 or 3 years?

- what if some of them demand for higher salary or quit, will you get
support from them or updates?
- what would the end result quality of the library development if you choose
to do-it-yourself?
