It can be done either way. With the "LocalService" registry in place, the
OS can auto-start the service if needed when the COM object is instantiated
by any client program.

Whatever account you configure it to run in. It runs in the SYSTEM account
by default.

- Is this Vista-compatible (UAC) ?

I have no clue. I stay away from Vista with a 1-mile pole!
