Define "Web Installer"? We use Inno Setup, add a signature to the setup file and can start installation when the setup is defined as file for a ActiveX-Control in IE.
Launch Internet Explorer->point to a certain URL-> The application is installed on the desktop.

IE blocks every download by default if the executable doesn't have a valid signature.
