UNICOWS.DLL -- ??? Very confused -- Please help

Hi all,
    I have a problem, as down all, basically we have supplied a
application to a few clients, all but one of which run fine.
The guy said that during the install of the program he received a
"Microsoft layer for unicode (unicows.dll) could not be found.
but the installed seem to compleat ok after that.
When he runs the sofware he then gets the same error and it bombs out.
The software does use crystals "CrystalEngine" component which i
presume is the issue.
Thing is i developed the application on this machine yet that file
doesnt exist on this machine!!
I even went to the microsoft webby and downloaded the unicows.exe
which i sent to the client, I got him to exctract the files to both
the windows\system and windows directorys but no joy. Is it expecting
a reg entry or something??

Any help will be very welcomed as this has me quite stumped.
