D7 Ent Error: Unable to write to

Hi All,
I know this sound crazy. But I have the slightes clue about why this error
is happening when I close my application when running stand alone. The
original app was written in D5. I installed D7 Enterprise, recompiled this
app. When debugging with IDE, there is no error, and it terminated normally.
But when I run the .exe, this error happened. And it happened on a Win2000
pc. It did not happen on a XP pc. When it terminates, it is supposed to
update an .ini file in the application folder.
Can any suggest why? I have checked my code many times but still no clue.
