dbExpress and database question

With dbExpress, does the user has to have a separate SQL database
program?

If that is right, then what is the best route to do a stand alone
Delphi program with a good database? I used Turbo Power's Filer in
Turbo Pascal, so a third party package for Delphi would be OK, I don't
want the user to have to get anything else.
