Bandwidth throttling question

This Q is does anyone know a resource for information on how to throttle
bandwidth on some application using the internet. EG the ability to slow
down a downloader, whilst allowing the browser to take more bandwidth. I
know some download accelerators do this, and am just interested in how it
might be achieved.
