Codepages in Tmemo : D7

I have a TMemo in my application of which I can change the codepage by
selecting a codepage from a combobox.
This works perfectly until I added a manifest file for XP theme support.
Now the codepage change of my TMemo doesn't work anymore. (My app does use
the XP look correctly)

Is there anything I can do about this (besides removing the manifest file).
Or is it a known manifest bug ?
