Why behave differently at all? These are user settings; shouldn't
they be in the user's profile?
I'm not a fan of .ini files, especially not in the program directory.
Modern dogma dictates you shouldn't have write access to that. Every
user should have a profile at least and usually a home directory.
Anywhere that is shared and writeable can be clobbered, making it not
a good place for configuration data.
