What about just specifing no path for the ini-filename. This should create the ini file in the current working directory. (Warning : TOpen/Savedialog can change the working directory, check its flags if you use it).
If the user just starts the exe the working directory is the exe directory. If he starts it via an link with an different working directory specified by the admin, it will use that.
