Getting file names "on the fly" with XP?

Hi,

I've heared that when using XP there is a way of receiving information for
new or updated
files on the harddrive.
I would like to receive a message with a file name in my Delphi program as
soon as a new
file is created on the harddrivge or whenever an existing file is changed
without having to
scan the whole harddrive all the time...

Does anyone know how to realize this?
