Invalid Filename during program compile in Delphi 1

Let me start by saying I'd like to put this in Delphi 7, but it isn't
an option at this point in time.

When I go to compile my project I get the following message:

Error 14: Invalid filename(\fm_test\PUBOVL.DCU).

The line that is highlighted when this happens is in the file
\fm_test\Pubovl.pas and it is the end. of the function.

Could this be caused by the order in which this project is compiled?

Thanks for any insight,

Jeff
