How to set initial proportions of stacked aligned panels?

In a resizeable ActiveX form I have a panel which is anchored to the
four sides of the form. Within this panel are three panels separated by
two separators. The separators and the top two panels are aligned alTop,
and the bottom panel is aligned alClient.

At startup time, I want to set the initial proportions of the panel
heights relative to their parent panel, rather than have them come up
with the absolute sizes they had at design time. However, setting the
heights within the OnFormCreate event doesn't seem to have any effect.

Can anyone advise the best way to achieve what I have described?
