If you disregard the wrapper for DOS apps on Windows, you also can write
a short HelloWorld app in Basic, or in HTML, and disregard the size of
the interpreter for that kind of "programs". Or use an emulator and
write ZX-81 or C64 programs...
But never cry if you got exactly what you asked for ;-)

Oooh, I've just had a look and I've still got the Russell, Raynor and
Butterworth BBC Basic exe on my PC!
32K of exe, and then I can *really* write the hello world program.
10 PRINT "Hello World"
20 GOTO 10
Ahhh... the fond memories. :-)
