A batch file will have a similar size.
If you disregard the wrapper for DOS apps on Windows, you also can write a short HelloWorld app in Basic, or in HTML, and disregard the size of the interpreter for that kind of "programs". Or use an emulator and write ZX-81 or C64 programs...
But never cry if you got exactly what you asked for ;-)
