[D7] TActionManager

In an inherited project I have problems with the action manager. I remember a message "class not found" when opening the project, and in an comparison of the old and new DFM file all according entries seem to have gone away :-(

An ActionManager:TActionManager still is part of the Form, but I cannot locate an associated component in the object inspector, nor can I add another action manager to the form, because I couldn't find an according component in the palette.

Is my D7 installation corrupt, or what am I doing wrong?
