Form changes style when size adjusted

I just noticed that forms created in D4 will change their style when they
are adjusted smaller in size so that scroll bars appear to view hidden
portions. In particular, the upper corners become sharp, and the three
buttons (minimize, restore and close) lose their colors and become black on
grey buttons. Once this happens to a form, it stays that way, even when
hidden, maximized, or resized.
The BorderStyle is bsSizeable, and the FormStyle is fsNormal. The border
icons are set to biSystemMenu, biMinimize, and biMaximize. I see this
behavior in several Delphi applications. The forms are the standard default
forms that Delphi provides.
This also happens to the form at design time. I just noticed this recently.
I'm running Win XP. Any reason why this is happening, and any suggestions
to fix it?
