Package Installation???

I'm not fluent in Delphi so if this question is stupid I apologize.
I downloaded TurboPower Async Professional 4.06 and tried to install
it according to their instructions.
1. Add the source subdirectory (e.g., d:\apro\source) to the IDE's
library path.
2. Open & compile the runtime package specific to the IDE being
used.
3. Open & install the designtime package specific to the IDE being
used. The IDE should notify you the components have been
installed.
When I try No. 3 I get the error msg:
{Can't load package E:\Delphi5\Projects\Bpl\A406_D50.Bpl
One of the library files needed to run this application can not be
found.}
The Bpl file referenced does exist. Is there a way to find out what
file Delphi is looking for.
