Now I know this is almost probably a user rights issue on the TS or
the machine but I haven't a clue what to check.

Permissions on the specific registry keys, to start with. Depending
on Windows version this may be available in regedit or you have to
use regedt32 (which is a pain).

The problem is resolved if we set the users up as power users - but
that is not really a good option in this case.

Does anyone have any thoughts?

That there is no intrinsic difference between Users and Power Users,
so it should be a group membership, and therefore a permissions, issue.

I have a faint memory of the VCL registry access mapping to Windows
flags being slightly off - something like read-only access including
the right to delete (though not write) keys. Read the source.
