Fortran misinformation

I came across the astonishing claim that it is difficult to find
operating systems on which Fortran programs run. The question quoted
below is from a reader, and the answer is from a columnist named
Patrick Marshall, who obviously does not do research before answering
reader questions. Marshall's last sentence, "Programs have to be
written for the operating systems they are running under", is also a
gem.

"Q. As I plan to buy a new PC and shift from Windows 98 to Windows XP,
I'm wondering how I will run my few old favorite DOS-based
applications. I also wonder how I can write and run programs in BASIC
and FORTRAN."

"A. Alas, support for DOS applications fades with each new Windows
version. Some run, some don't. And while you can continue to program
in BASIC and FORTRAN, you may have difficulty finding operating
systems that can run such applications. That's just the nature of
things: Programs have to be written for the operating systems they are
running under."
