I think one has to look at the individual question to know.
There are some guidelines that suggest users should read a
newsgroup for some time, maybe a month or so, before posting.
That is, to get to know the personality of the group, but I
doubt it is widely practiced.
For newsgroups one should obviously cross post instead
of multipost so that everyone knows all groups involved.
For non-usenet forums that isn't possible. A comment at the
end that it was also posted in the other forum might be nice.
