Yes, it did. The DISPLAY code values were 64B and 70B respectively.
Though if a site were using the 'scientific' print train on their line
printers, the glyphs would appear as a 'not equal' (an equal sign with
a vertical bar through it) and as an 'up arrow'.

Well, I'll take your word for it. I can't find my old documentation.
I don't remember ever using " or ' on the old CDC machines and
I had always thought they weren't there.
