You mean in person, or publicly, i.e. in this newsgroup?
I am not sure what the syntax should be, but it seems obvious to me that controlling the scope of entities is a Good Thing. There is clearly very strong interest in implicit-none and use-only to avoid accidental use of module or implicit variables. Extending the concept to host variables and external procedure names make just as much sense.
