I am not sure what the syntax should be, but it seems obvious to me that controlling the scope of entities is a Good Thing. There is clearly very strong interest in implicit-none and use-only to avoid accidental use of module or implicit variables. Extending the concept to host variables and external procedure names make just as much sense.
Controlling host association is recognized as a Good Thing.
The next chance to introduce a new feature will be
during the Public Comment period for Fortran 2008.
Check the J3 web site to see when that will be and watch
for announcements of it.
If you want to polish a proposal, I'd be happy to work with you
directly. First, read how the import statement works
with interface blocks. Then try to extend the functionality
to include host association.
