numeric difference program

Fortran comrades:

I know there's a program available that will allow you to compare two
files that contain almost entirely numbers. Unlike the normal diff
utility, the user can specify the accuracy with which he or she would
like the numbers in the files to agree, and the program will report only
instances where they do not.

Could someone tell me the name of this program and where I can obtain it.
