I believe compiler companies didn't catch the importance of an "ISO"
standard. It is as important as the meaning of "a kilogram" or "being
conform to ISO 9001".
The only motivation to do so would be if it gave them a competitive
advantage. Only if enough customers say "I will buy from you if you are
the first to implement the features I require" will you get the
behaviour you want.
It is not illegal to sell a non-standard compiler. It IS a legal to use
a non-standard kilogram as a reference for the weight you put on your
package, so there is a slight difference.
