Yes. And the conventional meaning of an adjective is to modify what it
applies to. That is it is conventional that the term "negative zero"
refers to a zero that is negative.

You are quoting a definition that does not acknowledge the concept of a
zero being negative. Well, that's a fine definition for some purposes.
But it doesn't make sense when you are dealing with a number system that
explicitly incudes something called a negative zero.
