I don't think so in general. It might depend on the attributes
of the actual arguments. If they are pointers or targets the answer
might be different.
Note that he said the actual arguments were targets, which is why I said
I think so.

targetness on the call side doesn't matter and I think copy in/out is
still allowed. If I'm right (and my track record here isn't great),
then you can't tell for sure on the called side.
