No it's Google's attempt to prevent crap-flooding and spamming through
its web interface. The image in the box, which consists of mangled
letters, is claimed to be immune to optical character recognition
techniques. Interpreting the letters is supposed to be a task which
separates human from malicious computer program. I find it annoying,
but there does seem to be less junk in this newsgroup lately. (Oops, I
just fell for the "post hoc" fallacy.) Of course this is not
foolproof. It's easy to cook up a scheme in which it is possible to
fool people into decoding the images for one's nefarious purposes,
perhaps in exchange for some illicit web content...

Excuse reply to self.
The strange feature about this "validation" process is that I was able
to POST an original message via Google groups and create a thread
without undergoing the "test", but the test was required for replying
to an existing thread.
[Aside] Why don't I use a "real" newsreader? Partly historical. I like
the search capabilities of Google groups. It's convenient to google up
a message and then reply to it on the web. Also my ISP's news server
back when I opened my account had limited coverage and was frequently
not up to date.
