Well, that's not how I think about it.

In some cases, distributors *did* hand out books like popcorn. But that wasn't
my fault. That is the fault of the arrangements between the manufacturer and
the distributors. In this day of ready PDF files, there is no need at all for
distributors to just give these away to everyone, even if they are only just
getting them to "have them." A manufacturer can simply trust their distributors
(and require them, by arrangement) to not distribute paper copies unless and
until a project commitment has been made to use a part contained in them. And,
if needed, the situation with the distributors can require that this be only on
the bases of a sufficient business expectation based on discussions between the
distributor and the customer and not a hobby thing.

It's not as you suggest.
