Thanks all for the comments ! However, I don't think
anyone has suggested a real-life-available COTS
OS that has the required features, other than possibly
Windows CE (which probably doesn't meet the
toolchain requirements).

Any other ideas ?
Any OS-vendors out there ready to chime in ?
