Yes, but in this corner of the thread they are talking about a proposal
to not use TCP, but rather use something like UDP to carry some legacy
serial protocol that does it's own reliability checking - which leads
to comments about how that task is different for different sorts of
connection.

Using TCP is a good alternative... it's just not the only one.
