PCI SBC(Single-board-computer) problem...

Hello,
i have problems connecting an add-in card with an SBC, directly,
the SBC has 1 edge connector by i connect my add-in card, but it
doesn't work(does not boot up), but when i put the SBC and my pci
Add-in card in a riser it works.
does anyone has an idea with regards to this?
