I used to strongly recommend Com 7.6 from http://www.tglmicro.com. Not
free but it runs well on all post-3.1 Windows machines and has some nice
features. Unfortunately, it's been frozen in place for a bit more than
two years; the last sighting of the developer on his support forum was
back in '04.

Still, it's reasonably priced at $25 and has a free trial period.
