process of creating comp.arch.embedded.jobs for the purpose. You
could even aim for comp.arch.embedded.jobs.moderated and keep it
under control. There are existing protocols for doing this.

I've done it before. I brought the comp.games.development.* hierarchy
into existence back in 1998, in concert with the rest of the former
rec.games.programmer community. Whether it's easy or hard to create
such a group depends on how long-winded people are. As you can tell by
this thread, enough people are long-winded in any given newsgroup to
consume substantial amounts of your time. Plan on at least a month of
gabbing to get anything done.

There are 3 major hurdles to creating such a group:
- getting moderators
- getting moderation software set up properly. Unless something has
changed in the intervening years, it is non-trivial.
- you have a very weak traffic argument for such a group. The news
admins may vote you down on traffic grounds. They have the power to
effectively "block veto" a group they think will be stillborn, by
simply adding 100 "no" votes to your proposal. Proposals do have to
justify themselves on traffic grounds and not just pollute the Usenet
namespace.

Actually for the effort involved, it would make more sense to create
comp.arch.embedded.moderated and add job posts as part of the charter.
You could try changing comp.arch.embedded to moderated status, but
usually people scream and howl when you take their unmoderated
newsgroup away. So it is usually more sensible to have an unmoderated
and a moderated newsgroup.

An unmoderated job group is less work, but it won't be any different
than what you already have. In fact it'll contain more spam and have
less traffic. The news admins will probably shoot it down.

I am not volunteering to propose the newsgroup. I know how much work
it is, and I don't have enough stake in c.a.e to justify the work.
Also, I already get my way, which is allowing commercial posts. They
come whether you want them to or not. I'm happy to attempt to persuade
people that commercial postings are actually valuable to the health of
a community, from time to time. I'm sure I will be outdone by people
who grouse, howl, and yell every time an Evil Commercial Post [TM]
appears. Except that, the occasional voice of moderation may have more
weight than the continuous voice of protest.

If anyone is serious about proposing such a newsgroup, I'm happy to
coach you on the process.
