Remember that cost is a great factor in this project.

It is possible with standard WiFi equipment, as long as you are able
to use directional antennas and line-of sight links. This mechanism is
used in so-called outdoor routers.
If you need 360 degrees coverage, you could use 3 or 4 access points
or routers at the central station, each covering 1/3 or 1/4 of the
area. The clients should be using directional antennas.
Not really a hand-held solution, but if your clients are within a
certain area, you could have a WiFi repeater with the directional
antenna on one end and a normal antenna on the other end.
