4x4? Do you mean 3x3 (classic Sudoku)?
I assume that he means 4x4, i.e. a 2x2 grid of 2x2 grids using the numbers
1 to 4 (as opposed to a 3x3 grid of 3x3 grids using the numbers 1 to 9).
