Is the firewall a User?

Greetings everybody.

I'm rather new in OO but I really enjoy it a lot. I'm trying to learn
all about UML, Rational Rose and some Java but it seems like I need
some help. I'm trying to create a rather simple program (using Java)
to test a firewall. All I want is the program to create network
traffic (packets sent them through one network card) and receive
packets from the firewall through a second network card.

I'm still in the beggining in the design process; I'm trying to create
a use case diagram. As I imagine it, the diagram involves an actor
(the user) and two use cases: one for Sending Packets and another one
for Receiving Packets.

My problem is this: Should the firewall tested appear on my diagram as
user or not? I cannot persuade myself for the one or the other case so
ANY opinions on this would be greatly appreciated.

Also if you have any further thoughts on my program, I would love to
discuss them.
