The mechanism for for actuating hearing and speech are the ear drums
and the voice box. For a person to be dumb or deaf the appropriate
unit has to be busted.
This has nothing to do with the area of the brain that controls this
mechanism. Vocalising a thought is merely the action of switching on
the voice box. The sound of the thought still happens whether its
vocalised or not - you have no control over this - its a brain
function.
Likewise for hearing and sight (visualisation). It would be a mistake
to think that the ears are the only parts to access the hearing
mechanism of the brain and the eyes the visual part of the brain.

As I said above, all the bits of the brain involved in the senses are
used in some degree by the other bits. You have no control over them,
so to imply someone is only visual or verbal means they have some
mechanism to control their mental process - which they dont.
What they are probably trying to say is when they are conciously aware
of their thoughts, they seem to remember more imagry than sound (or
vise versa).
