I've always done it by business function, so that use cases related to
the same phase of the large scale business process are packaged
together.

In your case, you actually gave the beginings of how I would split them
up. I would look at using the phases of your CRM process: leads,
contact events, contracts (which you could split or subdivide to match
your business). You might need something like management oversight and
customer maintenance.
