While I agree in principle with the notion of architectural reviews -- or peer reviews of any sort for that matter -- I have a quibble with the statistic you cited in the abstract.
A savings of $1m on a 100 KLOC project is quite extraordinary. IME the _total burdened cost_ of such a project would be somewhat less than that. [3-6 developers for a year = ~$600K burdened + $50K software and computer + $100K physical plant overhead]
