Like waterfalls, the difference between your "static" The Review and pair review is a matter of scale, not some fundamental philosophical difference.
I'm not sure I get what you're saying here. You seem to be saying "It doesn't matter whether one is doing one day of reviewing each month, or two hundred mini-reviews of one minute each in an iteration - it's just the same amount of review."
Yes. The review activities are the same and, to a first approximation, the total review effort will be the same.
I would *bet* that to any external observer, the difference would appear to be quite significant, whether or not they called it a "fundamental philosophical difference".
Note that some of XP's review activities are done at broader intervals; System Methaphors and Architectural Spikes are done per project and CRCs are done per increment or per story. So I think that is mostly a matter of technique applied to subject matter. One reviews a code fragment differently than one reviews a System Metaphor.
The underlying process also affects technique. If the paradigm is to perform the review inline through interactive group development the techniques are different than a group review of a work product developed by an individual. IOW, when an XP team defines a System Metaphor they would apply their review skills differently than I would in reviewing it after the fact...
Doing one review a month vs. two hundred per iteration might, for instance, make some difference in how people's reviewing skills improve over time.
Not if the goals are constant, the process is the same, and the effort is the same. It's like falling off a bicycle; one never forgets how.
