We don't. Note that the paper says that the subjects were instructed to
carry out "checklist" reviews, which I vaguely recall from some
empirical studies posted here are not the most effective kind of review.
I have this suspicion that the study didn't really compare head-to-head
the best practices in pair programming vs. the best practices in reviews
(though it might have intended to), and instead it compared "an attempt
at pair programming" with "an attempt at reviews".
