Ideally, we are doing engineering - the efficient re-use of science to
lucratively solve problems. Ideally, that limits inventing as much as
possible, because inventing is the unknown, and applying technology is the
known.

I'm amazed someone thinks that. Maybe I was doing something wrong when I
tried to use them!
