WEBI WINOTIFY.EXE PROBLEM

Does anybody know if WEBI can be installed on windows xp or
2003 server?

When I run Webi (in windows xp both client and server) i get info that
winotify.exe
file is not installed --??

When I try to configure WEBI - login to administrator
console a I get note: The system is not started.
(Error: ADC 00071).
