HBasic for Windows

Hi,
I would like to use HBasic, a GPL Visual Basic-like development kit,
on a Windows XP environment. It is only made in binary form for
Linux/Unix. If I were to compile it for Windows using GCC, would it
work? Would I be able to create simple Win32 apps from a Win32
environment using it? If so, how would I go about doing this? I
assume it would involve cygwin. My C/C++ development environment is
Dev-C++, with the gcc/g++ compiler.
