Given that you have no idea what a secretary's job
functions are, why do you pretend to know how easy
it is to outsource them? In particular, how the
heck do you outsource a job where physical presence
is an essential job requirement?

There's a simple economic solution to this. Start
your own company and outsource secretaries. Since
your decisions are made purely based on profit,
whereas other companies' decisions are driven by
irrational hatred, you should have no problem
making tons of money.

Possibly. On the other hand, many good programmers
in the US would refuse to work for that amount,
whereas in India, many more would for less.
